Switzerland Is Good at Mapping Risk. The Test Is Who Runs the Map After It Leaves

Swiss agencies are helping Laos and Indonesia build geospatial hazard data, and mountain communities in the Indian Himalayas plan for a changing climate. The recurring question in this kind of aid is maintenance.

A hazard map is only useful if someone keeps it current. That unglamorous fact is the real test of Switzerland's disaster-risk work in Asia, and it is the one the launch events tend to leave out.

The Swiss Agency for Development and Cooperation (SDC) has built a niche in the technical end of disaster preparedness — the risk mapping, water management and climate science that let a government see a flood or landslide before it happens. Through a partnership with the Asian Disaster Preparedness Centre and the geospatial firm Geoneon, the SDC is supporting high-quality mapping to inform decisions in priority districts of Laos and Indonesia. In the Indian Himalayas, its climate-adaptation program helps mountain communities plan around water, food security and disaster risk. It has also produced tools, such as the CEDRIG guidance, that fold hazard and climate risk into how projects are designed in the first place.

Switzerland brings real advantages to this. It is a mountainous country that has spent a century managing avalanches, floods and alpine hazards, and that domestic experience translates into credible expertise abroad. Its contribution is technical and precise rather than large and cash-heavy, which suits a donor that has never tried to compete on volume. In June 2025 it hosted the main global disaster-risk conference in Geneva, with the SDC's director co-chairing — a reflection of the standing it has built in the field.

The maintenance question

Geospatial systems, early-warning networks and risk models share a weakness: they degrade without upkeep. Sensors need calibrating, data needs refreshing, and staff trained on a platform move on. A hazard map produced in 2026 with Swiss support is only protective in 2030 if the recipient agency has the budget, the technical staff and the institutional habit to keep it alive. Too many donor-built systems have gone dark a few years after the funding ended, leaving governments with dashboards no one updates.

The SDC aims to systematically integrate climate, environment and disaster risk reduction into development cooperation, it says, to strengthen the resilience of systems and communities.

That is why the design of these projects matters more than their launch. The programs that last are the ones that train local institutions to run the systems themselves, that hand over the software and the skills rather than the outputs alone, and that build the mapping into a ministry's routine budget rather than a donor's grant cycle. Whether the Laos and Indonesia work meets that standard will not be visible at the ribbon-cutting; it will show years later, in whether the maps are still accurate.

There is a background pressure worth noting. Switzerland, like several European donors, has been trimming its aid budget and sharpening its priorities, which puts a premium on interventions that leave durable local capacity rather than open-ended dependence. Technical assistance is well suited to that goal in theory. In practice, the capacity only sticks if the recipient can carry the running costs after the Swiss experts fly home — which makes the most important part of a Swiss disaster-planning project the part that happens once Switzerland is no longer in the room.
